I am not sure if these are still functional but no reason why they wouldn't be if you had some string to wind around them but to me they are just lovely sculptural objects.
More art than practical toy.

They can sit on their flat bottoms on your mantle or bookshelf.
They are unmarked but their patina and wear suggests they are quite old possibly from the 19th century.
